How does the brain develop the ability to block outside stimuli...?
Conjecture: When human eyes are closed during slumber, the brain formulates a "blank screen" that persists during our waking hours. This screen remains up, even while we are awake. It partially blocks out stimulation that would be injurious if absorbed in large amounts.
This blank screen also helps to smooth and iron out stimuli that were previously encountered. In dream states, the blank screen elements assist in the cancelation of areas of the brain which have been stimulated during waking moments. The temporary neural encoding, which exists as a hologram in memory, is thereby erased. Then, the cycle begin anew when a person arises from sleep.
It seems like you attempted to answer your own question. ^^
I think that's an interesting model to try to visualize how the brain "blocks out" sensory information, but I don't necessarily agree. How would you explain people who have the ability to recall small details under hypnosis? They would have had to absorb small details like the bumper sticker of a passing car, even if they didn't consciously process it at the time. This information is not erased, but tucked away somewhere for possible future use.
