How To Apply Makeup Correctly?
I already wear makeup and I like it but sometimes I think I could do better. I'm really trying to go for a flawless look. I want my eyeshadow to pop!
Heres the steps I know:

I would like to try a Primer...But what does it do, could I use it for a base for eyeshadow?

Foundation primers smooth out the skin and prep for foundation application by basically blocking your skin from absorbing the makeup, thus keeping the foundation fresher for a longer time.
Eye shadow primers are absolutely fantastic for keeping colors in place all day and making them appear more vibrant. The absolute best is Urban Decay Primer Potion. It is just what you're looking for. Sephora sells it. You put it on before putting on your eyeshadow. It's a base.
Brushes are key for flawless application. For foundation, it depends what kind of foundation you use. For powder/mineral foundation, use a flat top kabuki brush or regular kabuki brush in order to buff the foundation into your skin. For liquid foundation, use a "skunk brush" or stippling brush. The MAC 187 is the famous skunk brush that provides an airbrushed look. Youtube has lots of videos on how to use this brush.
Concealer brushes are not really necessary in my opinion but they are sold everywhere. I think fingers do a better job. For eyeshadow, you can use those little spongey applicators on a stick or you can buy a separate brush. If you are really doing complicated eyeshadow looks then invest in a good brush. See Sephora or MAC for help on selecting good brushes. For blush, I use a flat top kabuki.
Many brands sell eyeshadow palettes. I don't know much about MAC besides their 187 brush so I can't help you there.
